- DIED. Francis Keppel, 73, Commissioner of Education during
- the Kennedy and Johnson Administrations; in Cambridge, Mass.
- Keppel helped win passage of a landmark 1965 education bill
- that targeted federal aid to school districts with poor
- children. In 1965 Keppel angered Chicago Mayor Richard Daley
- by withholding $34 million worth of federal funding from the
- city's segregated public school system.
