  4.     DIED. Francis Keppel, 73, Commissioner of Education during
  5. the Kennedy and Johnson Administrations; in Cambridge, Mass.
  6. Keppel helped win passage of a landmark 1965 education bill
  7. that targeted federal aid to school districts with poor
  8. children. In 1965 Keppel angered Chicago Mayor Richard Daley
  9. by withholding $34 million worth of federal funding from the
  10. city's segregated public school system.
